The rural affairs and resources ministry will not be re-appointing engineer Carmel Ellul to the post of chairman of the Malta Resources Authority, after the latter’s term expired a few weeks ago.
The new chairman, to be announced shortly, will be Dr Reuben Balzan, a legal advisor at the Mizzi Organisation. Also hailing from the same company are Austin Walker, chairman of the planning authority (MEPA) and formerly an MRA chairman, as well as prime minister Lawrence Gonzi (prior to his political career).
Balzan is also secretary-general of the Chamber of Advocates as well as a board member at the Malta Communications Authority.
It is as yet unclear whether the MRA’s entire board of directors will not be reappointed. A source said that a “different mix of skills” was the reason why Balzan was to be appointed chairman.
The Malta Resources Authority is the national regulator for water, energy and mineral resources but in the past has come under criticism for showing little interest in providing public evaluations of government’s hikes in the price of water and electricity.
