Thinking out of the box?

What does a small billboard have to do with a stone wall? Nothing, unless you dismantle the wall to weigh your billboard down to the ground to stop it from being blown over. That’s just what an enterprising person has done in Qawra, right opposite the police station. Part of a low stone wall that skirts the garden next to the bus terminus was taken apart and the blocks of stone placed on the foot of the iron-framed billboard planted in the garden. The result is a firmly, though inelegantly anchored billboard, and a low stone wall reduced to an eyesore in a very public spot. Is it possible that no regulations have been broken?
