Valletta shanty dwellings

I just cannot believe what I have witnessed. On Wednesday 17 June I visited one of my favourite spots on my favourite island, Triq in-Nawfragju ta’ San Pawl. I felt very relieved that MEPA had at last come to its senses and had its employees remove those horrible structures used as gypsy-style shadings and laundry lines. I went back for some final peace before flying home on 20 June, and lo and behold, to my horror and utter disbelief two sets of these same structures had already been re-erected.
Is it possible that these selfish people are allowed to flout the laws of Malta so very shamelessly? Hopefully by now the police or Local Council have clamped down on these individuals, and have not closed an eye once again. If not curbed at the root, I may yet come back in August and find that the shore is once again littered with illegal shanty dwellings that are such a disgusting eyesore for your beautiful island.
