Saving on international SMSes? Not really

“Go abroad if you want to save on your international SMS” – why is it more expensive to send a SMS from Malta to another EU country (€0.23c) than from another EU country to Malta (€0.13c)?
Why is a German, for example, charged €0.13c for a SMS to Germany while a Maltese is charged €0.23c for the same SMS? This question remains unanswered by all three mobile phone operators and the regulator.
