Inhumane treatment of circus animals

The comments by the head of animal welfare that keeping animals in cages and, obviously transporting them on long journeys, is not animal abuse, sets back this department, which had been doing a good job lately. It’s not just being in cages – it’s the inhumane treatment and how they are trained.
The pictures in this weblink (www.ringlingbeatsanimals.com/bound-babies.asp?c=923fs) were taken by a whistleblower at Ringling Brothers Circus and shows how a baby elephant is trained. Circuses with animals are banned in many countries, and for good reason. After looking at these photos, I hope the animal welfare department retract what they said and ban this circus.
Or is it like everything to do with any form of politics or business in Malta where money comes before welfare?
