Wardens and traffic jams

Last Friday 31 October I was travelling from Attard to Vittoriosa at 4pm for an important appointment.
To my utter concern I found a traffic jam from near the Gasan showroom on the Mriehel bypass, all the way to the Marsa roundabout. It took us 45 minutes to traverse this part of road moving metre by metre, wasting expensive diesel and polluting the atmosphere and holding up hundreds of people, several of whom probably had specific times to arrive at their destination.
I thought that some serious accident had occurred or that some petrol/diesel spill had taken place. What did we find when we arrived at Marsa? A warden deviating traffic to one lane, because a crane was being engaged to set up a billboard! This at the peak of the Friday evening rush hour!
On coming back from Vittoriosa some 20 minutes later the traffic jam up to the Mriehel bypass was still there since the billboard poster was not yet fixed. This is unbelievably bad planning. How can the wardens’ deployment section be so devoid of any timing on such requests to deviate traffic? I do hope this lack of planning is improved for the benefit of all sane people.
