ARMS still without a head

The billing company that handles electricity and water bills for Enemalta and the Water Services Corporation, ARMS Ltd, is still lacking a chief executive.
Five months after being set up to handle all utility bills and metering, Finance Minister Tonio Fenech this week informed parliament that the company has still not recruited a chief executive.
The company’s new billing system has had its teething problems, with invoices being delivered late and payment dates that do not even respect the 45-day deadline imposed by the company.
ARMS (Automated Revenue Management Services Ltd) also charges a 6% interest per annum on late payments of over 45 days, which start accruing from 15 days after invoicing. A €35 administration charge is also levied on each dishonoured payment.
