3,944 complaints made over construction sites but only 120 fined

The planning authority has received 3,944 complaints from the general public over construction sites since November 2007.
The complaints refer to breaches of construction site regulations, but MEPA only issued 120 fines for the breaches – totalling €81,000.
1,183 of the complaints dealt with the lack of precautions such as scaffoldings to prevent dust emissions while 394 complaints were for leaving behind unclean surroundings.
The discrepancy between fines and the complaints is attributed to the fact that citations only started to be issued in July 2008. Another reason is that the regulations only apply to nine localities (Gzira, Marsalforn, Marsascala, Mellieha, Sliema, St Julian’s, St Paul’s Bay, Swieqi and Valletta) while complaints were received from all Malta and Gozo.
MEPA’s 15 field inspectors are complemented by private wardens to enforce the rules, and an emergency complaint service has been set up to deal with the complaints, even after normal office hours.
