Why is Cyprus cheaper than Malta?

Some days back the government announced a reduction in the price of fuel in Malta. Thanks to the euro and the single market, one can now compare exactly between one country and another. Cyprus is also an island, much bigger in land area than Malta with about twice the population, a member of the European Union and also in the Eurozone. So one can compare like with like:

The prices are the following:
CYPRUS MALTA DIFFERENCE
Unleaded petrol 95 octane: €0.799 Unleaded €0.970 21.40%
Unleaded petrol 98 octane: €0.849 Unleaded €0.970 14.25%
Euro-diesel: 0.789€ 0.940€ 19.13%
Kerosene: 0.527€ 1.000€ 89.75%

Can someone please explain why fuel in Malta is at best 14.25%, and at worst 89.75%, more expensive then it is in Cyprus?
