VAT fiscal receipt abuse

It is high time that the VAT officers enforce their authority on some of the tuck shops inside political, social and band clubs. Why is it that at these places no fiscal receipt is given spontaneously, to their members and non-members?
Furthermore, the majority of these small entities, such as take-away shops, mobile kiosks and small restaurants fail to release a fiscal receipt. When asked, either the machine is out of paper of the paper roll is jammed. How about some action from the VAT office?
