Problems with pavements

In my opinion pavements are constructed to protect pedestrians from traffic passing on a particular road or street. Hence such pavements are to be designed to accommodate pedestrians, people with pushchairs or prams, disabled persons with their wheelchairs, blind people, and people with other possible handicaps.
Hence I first of all fail to see the requirement that pavements be designed to accommodate garages since these will create problems for the people listed above. Much less can one tolerate the custom, more commonly used in Gozo, for every house to have its own level for the pavement, often using slippery tiles.
Another problem with pavements is their height from the surface of the road; there are cases where one cannot open a car’s doors due to such heights.
The other inconvenience one comes across pavements is the ubiquitous dogs’ litter. Yet I already wrote about this subject last week.
May the authorities covering the designs and executions of pavements implement a strict code about pavement construction and see that these are implemented by the relative councils or whoever is in charge for their construction or alteration?
