Where the buck stops

Twice in the space of four weeks the AFM failed to locate people who were in difficulty at sea, with the last instance having tragic consequenses.
The person saved was saved by others and not by our soldiers. With so many people going out to sea in all types of boats this cannot go on. Some one has to take responsibility and see that any shortcomings are ironed out. Also heads should roll if negligence is found to have been the cause of these poor showings. Where does the buck stop, I ask – as I have the right to, seeing that it is our taxes that keeps the persons responsible employed? Does it stop at the desk of Gonzi, who is the minister responsible for the AFM?
