Why the double standards?

Why is it that we as Public Service Garage in Bugibba have to pay our permits at €600 annually where in other parts of Malta they only pay €120? Why this discrimination?
Another thing is that in 2008 I purchased a car for public transport, that is a GY registration. When I enquired at the ADT offices regarding my cash refund for the new registration system, I’ve been told that my car will not qualify as it is not a private car. But on the other hand I have been ordered to pay from €88 to € 210 in road tax. That is the same as a private car. Why this discrimination?
Are we really in Europe or are we back to the 1970s when it was either what we say, or else?
