Throwing water away

I was listening to parliament on the radio recently and to my surprise the minister said that water extracted from the drainage system is thrown away into the sea.
This must be some sort of joke, because for time immemorial, if there is one thing that has constantly bugged Malta and the Maltese, it is the lack of water. Now that we have it in abundance, in amounts much greater that that produced by the reverse osmosis plants, we throw it into the sea.
We must be mad. Stark raving mad. I read in the papers that according to experts, southern Europe will soon be as dry as a bone and yes, we throw our water into the sea.
Whatever happened to the Malta Resources Authority? Are they having a nap?
