There is nothing “unfair” in the condition that voluntary entities or organisations must be enrolled with the Commissioner for Voluntary Organisations to qualify for Government support; it is conforming with the Voluntary Organisations Act (2007). The object of this Act is to ensure transparency and accountability in the voluntary sector as a whole and including animal welfare organisations. A good number of these are already enrolled – this confers credibility on them and assures the public that donations and other forms of aid given to them are properly accounted for.
