Tax credit on car registration is a fluke

Earlier this year the government said that any changes in the registration system implemented later in the year would apply to those who buy a new car this year! This was done to help the car importers to continue selling new cars.
Now we are told that, yes we will get the extra tax we paid back but it will be deducted from the yearly circulation tax! It would take years to get the money back: since when are we obliged to pay circulation tax 10 years in advance? If you scrap the car in the meantime you lose the money and if you sell the car, the credit goes to the buyer.
Unbelievable! In addition to paying the extra tax this also implies fraudulent promises and practices by the government.
