Alternattiva Demokratika yesterday insisted that State financing of political parties has to be accompanied by rules regulating donations to parties.
“It is only if and after donations are strictly regulated that AD is proposing a €3 funding per year for every vote obtained in an election at national level, i.e. General and European elections,” AD chairman Arnold Cassola said.
AD is proposing that all donations in excess of €5,000 – in any form, whether monetary, supplies and /or services – should be declared by the party concerned. The party should also be obliged to disclose the identity of the person or entity making the donation.
Donations in excess of €40,000 should be declared illegal. The Office of the Ombudsman should be vested with the authority to regulate this sphere of activity. The certified accounts of political parties should be subject to certification by a public auditor and made available to the public. Limited liability companies owned by political parties should always submit their certified accounts to the MFSA.
If and when these regulations are enacted, AD proposes that the State should go ahead with party financing by providing for the payment of €3 for each valid vote cast in the particular party’s favour, in elections held at a national level (General Elections or MEP elections) irrespective of whether the party concerned is elected or not.
