Residents-only parking

Can anyone tell me why until today, 24 August, and after four days from the waiving of the unjust “residents only” parking scheme, only one television station and one newspaper reported this happy and much-awaited event? Only Valletta and another place in Malta are holding on to the scheme.
I know that wardens were ordered not to issue tickets anymore, but why all this lack of information? Was this done purposely or someone or something wanted to keep the local councils “daydreaming” about the large amounts of money they unjustly earned from this scheme and which from now hopefully on they won’t earn anymore?
