Performance Bonus

I refer to the report entitled ‘Poor performers in civil service could face early termination’ published in the MaltaToday of December 5, 2004.
The report stated that “Until recently, all heads received performance bonuses irrespectively of their performance.” This statement is untrue. The system of performance agreements for senior managers in the Public Service was launched in 1992. Ever since then, annual bonus awards have been based on an assessment of achievements against targets for the year. At no stage have heads received bonuses irrespective of their performance.
The last two paragraphs of your report give a good description of the way the system works. This information openly contradicts the assertion that bonuses have been awarded indiscriminately.
