No ideas put forward on Eco-Tax

I refer to the article entitled ‘The angry voice of private initiative’ (MaltaToday, of 10 October, 2004) in which Mr Vince Farrugia reportedly criticises Government’s consultation process, particularly the Eco-Contribution introduction.
The Eco-Contribution was announced in detail in the Budget Speech for this year (pages 41 to 43). Even though Government clearly laid out its plans, no one, including the GRTU was forthcoming with any ideas, comments or suggestions on how to implement the Eco-Contribution until then.
Government’s firm commitment towards having in place a sustainable waste management strategy for the country meant that it had to take the next steps in drawing up a schedule for the Eco-Contribution’s introduction.
Government did consult with its social partners. The setting up of an Eco-Contribution Commission proves that it was ready to take on board any positive suggestions that could lead to a smooth introduction of the measure. Government’s willingness to consult was further demonstrated by the fact that two members of the Commission have been nominated for appointment by the GRTU.
