Time is ripe for a Libyan parliamentary democracy

In my opinion the time is ripe for Libya to have its first parliamentary democracy Western style.
Muammar Gaddafi will remain President of the Libyan Republic until his retirement when a new President will be elected for five years by the Libyan parliament.
Sejf l-Islam, Gaddafi son, will found the Libyan Social Democratic Party and lead it. Gaddafi’s family is Socialist.
Gaddafi’s opponents abroad will be given access and permission to return freely to Libya with their personal safety guaranteed and will found their own political parties be either conservative, socialist liberal and so on. All Libyans male and female of age 18 will vote.
Free elections will be held in Libya in five years time when all Libyan political parties will be established. The political party that gets most votes will govern the country for five years when fresh elections will take place. The defeated political parties will form the Opposition. A Speaker and Deputy Speaker will be chosen by the governing Party in consultations with the opposition Party or Parties.
Thus the Republic of Libya will join the club of Western parliamentary democracies of the modern world. Then, I presume more African countries will follow Libya’s democratic courageous step.
Thus the adjective “hopeless” for the African continent will be changed to “hopeful.”
Will my dream come true?
