Private investigators licenses and education

I think there is some knowledge that the general public is entitled to know regarding the licenses and education of private investigators. In some states a private investigator requires a license to conduct business, but in other states not.
In Malta no legislation exists to say that a private investigator should have a warrant or a certificate to practice, before entering into business.
To become a private investigator and obtain a warrant or certificate of an investigator one needs to complete an investigators programme which entails two years of study and the completion of 25 passed mark exams. The outcome provides one with either an approved certificate or a diploma to act as an investigator.
Private investigators are mostly ex-policemen, but unfortunately there are a number of individuals that present themselves as Private Investigators without any knowledge or the education to deliver their professional responsibilities.
However, now the time has come for an association of private investigators to be introduced to establish, control and ensure that the regulations of the profession are being implemented and observed.
